Cidnet's pricing model is different from traditional time-based payment systems. Instead of charging based on how long someone uses an application, Cidnet uses a system called DTAP (Data Token Access Protocol). Here’s how it works:

What is DTAP?

DTAP provides a secure, token-based data streaming. In simple terms, it means that inmates and their approved contacts pay only for the data used when they access Cidnet applications, rather than paying for the time spent using them.

How Much Does Data Cost?

Each unit of data costs $0.30 per megabyte (MB). This price remains the same across all Cidnet applications.

What is a CUE?

When an inmate or approved contact uses a Cidnet application, it triggers a Cidnet Utilization Event (CUE). This event tracks how much data is used during the interaction. The system measures the data utilized, so you only pay for what’s used, down to the smallest amount of data.

Credit Card Payment Method Authorization

a. Information. You promise that the Payment Method and other information you provide is valid, accurate, current, and complete, and to maintain and promptly update that information to keep it true, accurate, current, and complete. If you provide any information that is untrue, inaccurate, not current or incomplete, or Encartele has reasonable grounds to suspect that such information is untrue, inaccurate, not current or incomplete, that you have otherwise acted in a fraudulent manner, or that your account is otherwise subject to fraud, Encartele has the right to terminate your account and refuse any and all current or future access to or use of the Services. You also authorize Encartele to update your Payment Method information with data Encartele obtains from the issuer of your Payment Method.

b. Authorization. When you supply Encartele with a Payment Method, you authorize Encartele to bill that Payment Method for all charges and fees incurred in connection with the Services. The terms of your Payment Method are determined by an agreement(s) between you and your financial institution. If Encartele is unable to receive payment from your Payment Method successfully, or if Encartele does not otherwise receive timely payment, you will pay all amounts then owing to Encartele upon Encartele's demand and, in addition to other rights, Encartele may suspend or terminate the Services and the associated terms, and all the information contained within your account may be deleted permanently. Encartele accepts no liability for information that is deleted due to an invalid Payment Method.

c. Fraud Protections. To protect against potential fraud, Encartele may take steps to verify the validity of the credit card information you provide. The verification process may include asking you to verify the amount debited in order to confirm that you are in possession of your credit card. Encartele will only use this process to screen for fraud and will not otherwise debit your credit card account except as part of a transaction conducted through your account for the Service. By providing Encartele with your credit card information, you authorize Encartele to debit and credit your credit card account for an amount less than one dollar for such verification purposes.

Your Payment Method will automatically be charged for the Services you choose. All payments will be made in US dollars. Unless Encartele provides express notice otherwise, payment for the Services is non-refundable.

Purchase Order Option

Should you choose to go with a purchase order the order will be sent to Encartele for approval. Once approved the data will be added to your account immediately and an invoice will be sent to your administrator to deliver payment with net 20-day terms. Failing to remit payment in the 20-day period may result in delays in ordering data in the future.

Merchant Charges

A 5% merchant charge is processed on any card transaction to cover the cost of the credit card transaction. There are no merchant charges associated with a purchase order option; you will just be subject to a delay on approval based on when Encartele can approve your request relative to past payment history.

Disputes

Any disputes about charges must be submitted to Encartele in writing within 60 days of the date you incurred such charge, otherwise you waive such dispute and such charge will be final and not subject to challenge. Charges and fees do not include any applicable sales, use, value-added, withholding, excise, or any other taxes or government charges, which are payable by you and are in addition to any amounts due to Encartele
